WW2 Memorial - Beloci

Description
A figure raising a banner (I believe) overhead on a grey tiled pedestal and stepped base, wrapped head to foot in plastic sheeting for the winter when photographed. Low white walls flank the plaza carrying the dates 1941 and 1945 in red block numerals. A black plaque with a wreath emblem is set into the pedestal. The paving is a grid of concrete slabs, with wreaths, artificial flowers and red star-shaped planters at the base. It looks like the memorial is being kept clean and renovated.
