Description
Party Raion Committee buildings were constructed across Chișinău's districts in the late 1960s to a standardised design, identical from one district to the next with no adaptations made for individual sites. The building on Mihai Viteazul Street, originally the Frunze Raion Committee, was built to this template by Boris Shpak in 1969. The main block is five storeys, with a smaller adjacent block for executive conferences and meetings connected by a stairway. The upper floors project beyond the lower ones on cantilevered concrete columns, giving the building a top-heavy profile in which the widest section sits at the top and the structural supports are visible below. The cantilevered upper volume is the building's defining formal feature, the concrete projecting mass held above a comparatively narrow base. The same approach to administrative typology was applied across the Botanica, Central, Buiucani, and Rascani districts, making this building one of a set that collectively defined the architectural character of Chișinău's district governance infrastructure during the period. The Botanica district building by Leonid Voronin and Nadezhda Maltseva, completed in 1987, was the only one to break from the Shpak template entirely.
