The Republican Centre for Children and Youth (ARTICO) - Astronomical Observatory of the former Pioneer Palace

Designed by the Kyiv ZNIEP Institute for Research and Design and built between 1983 and 1986, the Republican Centre for Children and Youth on Ștefan cel Mare Boulevard was originally conceived as a Pioneers' Palace. The construction process was interrupted by the political and economic stagnation of the late Soviet period, and in the 1990s the building passed into private hands, operating for over a decade as a leased business centre before being renationalised. In 2007 it was reconstituted as the ARTICO Centre, consolidating four former youth institutions: the National Creative Palace for Children and Teenagers, the Young Tourists' Centre, the Republican Centre of Young Naturalists, and the Pupils' Centre for Technical and Scientific Creation, which now operate as departments within it. The complex was designed as a lightweight, semi-transparent structure elevated on columns and set into a hillside slope, with its volumes organised in a stepped sequence oriented toward the adjacent Dendrarium Park. The ensemble consists of two distinct parts: a main body housing the principal programme, connected by an open platform to a section containing an observatory, which comprises three two-storey blocks. A further lower wing of rectangular volumes arranged on a diagonal was intended to house clubs and workshops. The structure uses prefabricated reinforced concrete elements throughout, with walls of polychrome anodised aluminium panels and large glazed sections creating a deliberate contrast of solid and void. The renovation works of 2007 substantially altered the main facade, adding a pyramid-like entrance enclosure and new cladding. The observatory section, visible from the boulevard as a domed structure rising above the exposed concrete frame, has been left unrestored and stands in advanced decay.
